  1. Permitted criteria only

    Use only ITB 35.2(a) to (e) and the criteria disclosed in Section III. Do not introduce an unstated factor during evaluation.

  2. Technical proposal

    Assess work methods, scheduling, material sourcing and capacity to mobilize key personnel and equipment. Personnel or equipment noncompliance stated in Section VI is clarified and rectified before award, rather than used by itself as a rejection ground.

  3. Multiple contracts

    Not applicable unless the procurement is packaged into multiple contracts.

  4. Financial comparison

    Subject to qualification, apply the substantially responsive bid closest to the Average Bid Price rule stated in Section III 1.3.

  5. Completion time

    Alternative completion time is not permitted.

  6. Technical alternatives

    Alternative technical solutions are not permitted.

  7. Nonmaterial nonconformities

    Use the standard Section III 1.6 wording pursuant to ITB 31.3. Evaluate quantifiable nonmaterial nonconformities but exclude omission of BoQ prices.

  • Verify the approved estimate components and rounding against the signed cost estimate.
  • Complete personnel and equipment requirements in Section VI without restrictive or irrelevant conditions.
  • Delete all guidance notes, brackets and unused alternatives from the final bidding document.
  • Obtain competent-authority approval and confirm any later PPA, PPR or PPMO instruction before publication.

What the calculator does not decide

It does not decide whether a work is complex, define similar experience, select key activities, set personnel or equipment, or replace approval by the competent authority. Those choices must follow the actual scope, design, estimate, market conditions and current procurement law.
